1. Why is Treasury holding this Challenge? Why Mobile Apps for Financial Access and Financial Capability?
Mobile phones, tablets, and other devices hold significant potential to increase financial access and financial capability. Mobile devices can offer consumers faster, more convenient, and richer access to financial products, services, tools, and information—and empower consumers to make positive financial choices.
2. What are the key competition dates?
The Challenge submission period begins on June 27, 2012 and ends on August 12, 2012.
On September 5, 2012, up to eight (8) Finalists of the App Design Challenge will be announced.
In fall 2012, the Award Ceremony will be held and the App Design Challenge winners will be announced. See below for more information about the Final Event.
3. How do I follow the Challenge and receive Updates?
Register on the challenge website and click Follow or Accept this Challenge to receive email updates. Please visit the Help Page to understand the difference between Following and Accepting a Challenge.

4. How do I submit an app design for the Challenge?

5. Who is eligible to enter?
The Challenge is open only to:
- individuals who are U.S. citizens or permanent residents of the fifty (50) United States and its territories who are at least fourteen (14) years old at the time of entry; and
- corporations (including not-for-profit corporations and other non-profit entities) or organizations that (i) are incorporated in the United States or its territories, (ii) have been duly organized and validly exist and (iii) maintain a primary place of business in the United States.
Individuals, Organizations or teams must register to participate in the Challenge. Individuals may form teams (comprised solely of individuals) to enter the Challenge, provided that each member of a team must be independently eligible in accordance with these eligibility requirements. Individuals submitting on behalf of teams or Organizations must meet the eligibility requirements for individual Contestants. An individual may join more than one team and/or Organization.

By submitting an idea, Contestants certify they meet these eligibility requirements. If they become aware they may no longer meet any of the eligibility requirements of this section, Contestants agree to notify Administrators immediately by email at firstname.lastname@example.org. Eligibility for a prize award is contingent upon fulfilling all requirements set forth in these Official Rules.
6. What are the Submission Requirements?
Submission Requirements: Submissions must meet the below requirements to be eligible for a prize:
- Must be submitted during the Challenge Period;
- Must be designs for mobile apps that promote financial capability and/or financial access;
- Must be original, be the work of the Contestant, and not violate the rights of other parties;
- Must be made available free of charge to the public, such that anyone may use any of the ideas incorporated into the Submissions to create an app;
- Must not contain any matter that in the sole discretion of the Administrators, Treasury, or the judges: (i) depicts hatred; (ii) defames or denigrates (or is derogatory towards) any person or group of persons or any race, ethnic group, or culture; (iii) threatens a specific community in society, including any specific race, ethnic group, or culture; (iv) is intended to or may reasonably incite violence; (v) contains vulgar or obscene language or excessive violence; (vi) contains pornography, obscenity, or sexual activity; (vii) is otherwise indecent, in obvious bad taste, or demonstrates a lack of respect for public morals or conduct; or (viii) adversely affects the reputation of Treasury or the Administrators;
- Must comply with the Terms of Participation of Challenge.gov and with applicable law; and
- Must be in the English language.
If the Administrators, Treasury, or judges find any Submission to be unacceptable based on these restrictions or any other provisions in these Official Rules, then such Submission shall be deemed disqualified. The Administrators, Treasury, or the judges may also prevent such a Submission from being displayed on the website, or may remove such a Submission that was already posted.
Each Contestant (or if a team, then each member of the team) represents and warrants that he, she, or it is the sole author and owner of the Submission, that the Submission is wholly original with the Contestant and that it does not infringe, misappropriate, or otherwise violate any copyright, trade secret rights, or any other rights of any third party.
7. Can I change my app design after I submit it?
Contestants may make changes or revisions to their submissions until the close of the Submission Period.
8. How does the judging process work?
The judging process includes two rounds. Finalists will be invited to make presentations to describe their proposed apps at an Award Ceremony, where final winners will be announced.
Travel to the event for all Finalists will be reimbursed in the amount of up to $500 for individual Finalists and up to $1,500 for Finalist teams (total, regardless of how many individuals are on the team). Any Finalist who is a minor must be accompanied by his or her parent or legal guardian to the ceremony.
9. What if I am selected as a Finalist but I cannot attend the Award Ceremony to present my design and answer questions from the judges?
The awarding of a prize is not contingent upon a Finalist attending the Award Ceremony.
10. If an Organization or team submits a winning Submission, how will the prize money be split among the creators?
The prize will be awarded to the authorized representative who entered the submission and it will be up to the representative to divide or appropriately allocate the prize.
11. Can I enter more than one submission?
Yes. There is no limit to how many times an eligible individual or organization may enter. An individual may also participate on behalf of more than one team, or organization. However, if you submit two or more submissions that are substantially similar, the competition Administrator may disqualify one or more submissions or require you to choose one submission to enter into the competition.
12. Will my app design be made publicly available? Do I keep ownership of my app design?
After the Challenge Period is closed, submissions will be posted on MyMoneyAppUp.challenge.gov after being screened by the Administrators to confirm that the submission includes all of the required items. Submissions posted on the website will be made public.
13. Do I need to customize my app design to a specific mobile platform (e.g., Android, iOS, etc.)?
No, your app design does not need to specify this information.
14. Why do I have to upload an image or video?
Images and videos help judges to better view and understand your app design.
If you make a video, it should clearly and concisely illustrate your app design. You may create a screencast or use a handheld video camera to make your video, or choose any other method that captures the app design. Your video is not required to have audio, but narration may help viewers better understand and appreciate your app design.

Yes. Please email firstname.lastname@example.org and you will be added to the MyMoneyAppUp Challenge news distribution list. Please send the email from the email account to which you want updates sent.
